FG Disburses N173bn For Uniform Fuel Price Nationwide

The Federal Government disbursed about N173.2bn for the equalisation of over 11.6 billion litres of Premium Motor Spirit, popularly called petrol, between 2019 and 2022, data obtained from the Federal Ministry of Petroleum Resources on Tuesday showed.

PMS price equalisation is done by the Federal Government through the Nigerian Midstream and Downstream Petroleum Regulatory Authority, in which the NMDPRA ensures price uniformity of petroleum products via the reimbursement of marketers for trucking products to filling stations anywhere in Nigeria.

A document obtained by our correspondent from the FMPR in Abuja, on the scorecard of the ministry since 2019, showed that over N173.2bn had been disbursed to equalise the cost of petrol nationwide.

But despite the hundreds of billions spent on PMS price equalisation, the cost of the commodity has hardly been equal in various states, outside Lagos and Abuja.

Currently, for instance, the price of petrol at mega stations owned by major marketers in Abuja and Lagos hovers between N179 and N180/litre, but the cost of the commodity in many independent retail outlets in other states is usually higher than N250/litre.

The price disparity across states has lingered for years, as one hardly gets the commodity at the same cost in all 36 states and the Federal Capital Territory.

In fact, in some retail outlets operated by independent marketers in major cities like Abuja and Lagos, the cost of PMS is over N200/litre, whereas the approved rate is N179-N180/litre. This, however, is despite the equalisation fund being disbursed by the government.

Providing a progress report on efforts to eradicate the smuggling of PMS across Nigerian borders, the Minister of State for Petroleum Resources, Chief Timipre Sylva, stated in the document that “a total of 255,659 truck-outs were equalised during the review period.

“N173,200,284,779 (approx.) equalisation paid. 1,277 supplying vessels tracked. 25,525,688,042 litres of total PMS discharged.”

The minister explained that 66.7 million litres of PMS was the average daily sufficiency during the period, adding that the total truck-out volume was 24,346,614,589 litres.

He also stated that the target of the FMPR was to ensure energy sufficiency in power and petroleum products, as well as reduction in the volume of smuggled PMS through improved technology.

Others include PMS equalisation to close differential cost, and to undertake routine end-to-end tracking of petroleum products cargos using Lloyds List Intelligence and Refinitiv.

Sylva, however, stated that the key challenges to achieving these targets were market infractions, defaulting marketers, delay in submission of out-turn forms by marketers, arrival/discharge quantity variation, and sharp practices by operators.

On the support that was required, he said there was a need for full system automation, review of existing policies, ensure strict compliance with regulations and strong inter-agency collaboration and transparency for petroleum product supply value chain activities around the border.

On the gas flare commercialisation programme, the document stated that the government had identified 48 flare sites, adding that the plan was to allocate them this year.

“48 flare sites have been identified. Six of them have been taken out of the basket because they are not commercially viable (because the flare volumes are minimal). The plan is that these flare sites will be allocated by Q4 2022,” the petroleum ministry stated.

Police in Iran’s Qom province said Saturday that 22 people “linked to Israeli spy services” had been arrested since June 13, Fars news agency reported.

“22 people were identified and arrested on charges of being linked to the Zionist regime’s spy services, disturbing public opinion and supporting the criminal regime,” the agency said, citing the head of police intelligence in Iran’s Qom province.

It came after Iranian police announced the arrest on Thursday of 24 people accused of spying for Israel and of seeking to tarnish the country’s image, according to a statement carried by Tasnim news agency.

A European national was also arrested for spying, Tasnim reported on Friday, without giving their nationality or the date of the arrest.

Heineken Withdraws Staff As Armed Rebels Seize Facilities In Eastern DR Congo

Heineken has lost operational control and withdrawn its staff from facilities in eastern Democratic Republic of Congo (DRC), CNN on Saturday quoted that the Dutch brewer announced on Friday.

In March, the company had suspended operations in three eastern cities, citing safety concerns after breweries were damaged and depots raided during clashes between government forces and rebels.

On Friday, Heineken said the situation had worsened. Armed groups have taken control of its sites in Bukavu and Goma—eastern Congo’s largest cities—as well as surrounding areas.

“The conditions required to operate responsibly and safely are no longer present and as of 12th June 2025, we have lost operational control,” it said in a statement.

The PUNCH reported on Wednesday, Congo, Rwanda, and the United States said their technical teams had initialed a draft peace agreement, which is expected to be signed next week.

Heineken’s local unit, Bralima, continues to operate in parts of the country not affected by the fighting. The company said it is monitoring developments closely.

Heineken owns four breweries in the DRC, producing its namesake beer along with local brands such as Primus. It previously said its Bukavu facilities employed about 1,000 people directly and indirectly.

“Our top priority is the safety and wellbeing of our employees,” Friday’s statement read.

Reuters also reported, “We have withdrawn all remaining staff from these sites and we have continued to support them financially.”

Nearly 14 per cent of Heineken’s total revenue comes from its Middle East and Africa operations, with Congo—home to over 100 million people—a significant market.

Before the suspension, operations in Goma, Bukavu, and Uvira represented roughly one-third of Heineken’s business in the country.

Conflict in eastern Congo has intensified in 2025, with the M23 rebel group making major territorial gains, sparking fears of broader regional instability.

Congo accuses Rwanda of backing M23 with troops and weapons—allegations Rwanda has consistently denied.

Iran-Israel War: ‘A Fire No One Can Control’, UN Warns

UN Secretary-General António Guterres has warned that the ongoing violent conflict between Iran and Israel is “a fire no one can control” and risks spiralling out of control.

Guterres also warned that the world stood on the edge of catastrophe as Israel’s military campaign inside Iran intensified and strikes on nuclear facilities threatened to trigger a catastrophe.

The regional fallout is expanding, with missiles from Yemen’s Houthi forces targeting Israel and the occupied Palestinian territory, while armed groups in Iraq are reportedly mobilising.

In an address to the UN Security Council on Friday, Guterres made an urgent plea for de-escalation, calling the spiralling confrontation a defining moment for the future of global security.

“We are not drifting toward crisis, we are racing toward it,” he said adding,“This is a moment that could shape the fate of nations”.

“The expansion of this conflict could ignite a fire no one can control,” he stressed, warning of widespread panic and destruction.

The Secretary-General’s remarks came amid a mounting civilian toll in both Israel and Iran, and as several nuclear sites in Iran have come under direct military assault.

Over 100 targets have reportedly been struck across Iran, including military and nuclear infrastructure such as the Natanz and Isfahan nuclear facilities and the Khondab heavy water reactor.

Iranian officials reported over 224 civilian deaths, with some estimates twice as high and more than 2,500 have been reportedly injured.

Major cities like Tehran have seen mass displacements, fuel shortages and widespread panic.

Iran has responded with its own barrage of missile strikes on Israel, hitting cities such as Tel Aviv, Haifa and Beersheba.

Critical civilian sites, including the Soroka Medical Center and the Weizmann research institute, have been damaged.

No fewer than 24 Israelis were confirmed dead, with more than 900 injured.

Guterres urged both parties to give diplomacy a chance.
