JUST IN: NCC Suspends Issuance Of Virtual Operators Licence, Two Others

The Nigerian Communication Commission has announced a temporary suspension of new licence issuance to operators in three categories.
The categories are Mobile Virtual Network Operator Licence, Interconnect Exchange Licence and Value Added Service Aggregator Licence.
A virtual operator is a company that does not own a mobile spectrum licence but sells mobile services under its brand name using the network of a licensed mobile operator. Currently, there are at least 25 operators.
The Interconnect Exchange Licence is a network facility that enables the interconnection of more than two independent connecting entities to facilitate the transfer of electronic communications.
While VAS aggregators are non‐core network telecommunication services which are beyond standard voice calls.

These services include internet, directory service, paging service, voice mail and prepaid calling card service, call centre services, content services, and vehicle tracking.
The NCC said the suspension is in line with its powers under the Nigerian Communications Act 2003 to grant, renew licenses and promote fair competition.
The commission, in a public notice posted on its X handle on Friday, said the temporary suspension is to enable a thorough review of several key areas of market saturation, competition level and current market dynamics.
The notice titled, “Temporary Suspension Of The Issuance Of Communications Licences In Three Categories” was signed by the Director, Public Affairs Department, Nigerian Communications Commission, Reuben Muoka.

The notice read, “In line with its powers under the Nigerian Communications Act 2003 to grant and renew licenses, promote fair competition and develop the Communications Industry, the Nigerian Communications Commission (The Commissions) hereby informs all stakeholders of a temporary suspension on issuance of new licenses in the following categories, Interconnect Exchange License, Mobile Virtual Network Operator License and Value Added Service Aggregator License.
“This temporary suspension is necessary to enable the commission to conduct a thorough review of several key areas within these categories, including the current level of competition, market saturation and current market dynamics.”
It, however, noted that the new directive doesn’t affect pending applications which would be considered based on merit.

“The public is invited to note that during the suspension period commencing on 17th of May, 2024, new applications for the aforementioned licenses will not be accepted. This is without prejudice to pending applications before the Commission which will be considered on its merits.
“Any enquiries of clarification in respect of this Suspension Notice should be forwarded to: licensing@ncc.gov.ng,” the statement read.
In recent times, the telecommunications sector has been faced with a myriad of issues raising concerns about sustainability and efficient service delivery amid ongoing economic challenges.
Record high inflation has reduced purchasing power and a currency devaluation has cut margins.
These challenges are exacerbated by the issue of multiple taxation and regulations and prohibitive right-of-way charges, inadequate electric power supply, and vandalism of telecommunications infrastructure.

JUST IN: Okpebholo Assigns Portfolios To Commissioners, Makes Major Reshuffle

The Edo State Government has announced a sweeping restructuring of its ministries as part of a comprehensive reform aimed at enhancing administrative efficiency and aligning with the Federal Government’s structure.
In an official statement released by the Secretary to the State Government, Umar Musa Ikhilor, it was disclosed that Governor Senator Monday Okpebholo has approved the reorganization to ensure that his administration’s SHINE Agenda aligns seamlessly with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
As part of the restructuring, new ministries have been created while some previously defunct ones have been revived, bringing the total number of ministries in Edo State to twenty-eight (28).
According to the statement, the reform is designed to strengthen governance, improve coordination across key sectors, and boost the government’s capacity to deliver effectively on its mandate to the people of Edo State.

Bauchi Board Laments Low Teacher Turnouts In Training Exercise

The Bauchi State Universal Basic Education Board (BASUBEB), has decried the low turnout at a capacity building exercise for teachers and stakeholders in the state.
The training exercise is being organised in collaboration between the board and the Universal Basic Education Commission (UBEC).
Inaugurating the exercise on Tuesday in Bauchi, SUBEB Chairman, Adamu Mohammed, said about 130 head-teachers; principals, planning and statistics officers were expected to attend the three-day training programme.
Mohammed frowned at the low number of the participants attending the exercise, and vowed to sanction defaulters.

“I’m not happy to see the number of you around now. Ordinarily, you are not more than 70 now. I don’t know exactly what happened. Is it that you are not interested or what?
“Unfortunately; you are not ready for this training. Out of the130 participants, see the number of you present here.
“This is very discouraging. I’m not happy with this number and I don’t think I’m going to pay allowances for 130 participants. I will not, call me whichever name but I’m embarrassed,” he said.
He, however, commended the participants present and instructors, calling for more support in future endeavours.

According to Mohammed, the training exercise aims to keep the teachers abreast and technically oriented to enable them to deliver towards repositioning the basic education level.
He said that such exercise was paramount at the basic level of education – a starting point where one could either have a good education system or a bad one.
Prof. Lawan Abdulhamid, a training facilitator, said the training aimed to build teachers’ confidence and competence in using technology.

He said that it also aimed to bridge the digital divide across schools, enhance learning experiences through interactive digital tools, and strengthen teachers as digital educators and innovators.
Abdulamid is an official of the WITS School of Education, University of Witwatersrand, Johannesburg, South Africa.
He urged the Nigerian government to develop a control mechanisms on application of the Artificial Intelligence (AI), to check excesses and abuse, particularly in the education sector.
The don also warned teachers and other educators to be wary of the AI, and encouraged them to develop lesson notes/plans, to guard against generating wrong information capable of jeopardising the essence of sourcing materials for teaching.

Better Days Ahead, New Bendel Insurance Coach Assures

New coach of Bendel Insurance Football Club, Benin, Coach Kennedy Boboye, on Tuesday assured management and Supporters Club of the Benin Arsenal that things will change for good.
Boboye spoke at his official unveiling as the new coach of the Benin Arsenal which was held at the Media Centre of the Samuel Ogbemudia Studium, Benin City.
The new Head Coach, who solicited for cooperation and support from both the management, players and supporters of the club, said with this, he would bring his expertise in football management to bear, and make sure the football club took its position in the Nigeria Premier Football League.

Earlier, Chairman, Edo State Sports Commission, Amadin Enabulele, expressed optimism that, going by the track records of the new coach, the Benin Arsenal would experience the needed change.
“This coach is a proven winner. He knows what it takes to succeed in this league, and he brings with him a mindset that aligns perfectly with the ambition we have for this football club,” he said.
On his part, the Chairman, Bendel Insurance Football Club, Jarrett Tenebe, said though he’s not satisfied with the current position of the football club in the Nigeria Premier Football League, this new coach would restore the lost glory.
Bendel Insurance is in the 19th position of the league with six points.
