Kogi Guber: Govt Bans Campaign Posters In Lokoja, Kabba, Others; Caution Fee Is N50m

Ahead of the November 11 governorship election in Kogi State, the State Signage and Advertisement Agency, KOSSAA, has banned campaign posters from Lokoja, the state capital, besides other guidelines on the use of campaign materials.

A statement by the General Manager of the agency, Osaseyi Richard, urged all political parties, candidates, politicians and supporters to abide by the guidelines.

The agency noted that the development is in accordance with its mandate to control and regulate advert displays in the state, as provided under Section 5(1)(a-o) of the Kogi State Signage and Advertisement Law, 2022.

While warning that defaulters, or anyone involved in any form of impunity, lawlessness in the deployment of political campaign materials would be made to face the consequences of their actions, the agency banned campaign posters of all candidates in Lokoja metropolis, Kabba/Bunu, ljumu, Yagba West, Ankpa, Idah, Ayingba, Adavi, Okene and Okehi towns.

KOSSAA disclosed that it was poised to assisting all political parties, politicians, and supporters in ensuring hitch-free and level playing ground in the use of political campaign and advertising materials in the state.

It urged everyone to comply with the guidelines to ensure sanity and to protect the environment from defilement, visual blight and other adverse effects of uncontrolled deployment and display of political campaign materials within the State before, during and after the poll.

Richard said: “These guidelines are issued without prejudice to any political party, association or candidate as it is the Agency’s intention to ensure fairness among all participants, while judiciously performing its duties and applying the rules without sentiment or bias.

The rules

“The following are the guidelines as they apply to all political parties before, during and after the November 11, 2023 gubernatorial elections in Kogi State.

“Political campaign materials on billboards may be deployed on existing structures owned and operated by outdoor advertising practitioners who are duly registered with the Agency and have obtained permits for such sites and structures.

“Each billboard erected must be made of standard and sturdy materials to ensure they do not fall or block the roads or constitute risk to citizenry and commuters.

“Posters must not be pasted on public utility structures such as street lamps, poles, transformers, the Ganaja fly-over and other unauthorized surfaces except as duly authorized by the Agency upon payment of relevant fees.

“In addition to the sum of N5,000,000 fee payment to the Agency by political parties wishing to deploy campaign materials within the state, each billboard erected by parties, candidates or supporters attracts fee of N2,000,000.

“The sum of N1,000,000 will be charged as fee payable to the Agency by political parties for every banner displayed in public places.

“A refundable caution fee of N50,000,000 shall be charged by the Agency for the deployment of all campaign materials before, during and after the election.

No-go areas’

“Campaign posters of all candidates are hereby banned in the following parts of Kogi State: Lokoja Metropolis, Kabba/Bunu, ljumu, Yagba West, Ankpa, Idah, Ayingba, Adavi, Okene, Okehi.

“All political parties and candidates must remove the campaign materials not more than 10 days after the gubernatorial elections on November 11, 2023.

“Parties, candidates and supporters must refrain from the use of unsavory languages on opponents and to be mindful of the contents of their campaign materials.

“Please, note that all participants are strongly advised to adhere strictly to these guidelines as defaulters, or anyone involved in any forms of impunity, lawlessness in the deployment of political campaign materials will be made to face the consequences of their actions,” the statement read.

Nigerian Prophet Makes Fresh Revelations About Kano, Ondo, Edo Politics

The spiritual head of the Wisdom Church of Christ International, Prophet Bisi Olujobi, has released fresh revelations about the political situations in Ondo, Edo and Kano States.

Olujobi, in a statement made available to DAILY POST on Thursday, said the embattled Ondo Deputy Governor, Lucky Aiyedatiwa, would find it hard to succeed Governor Rotimi Akeredolu in 2024.

The cleric, who prayed for Akeredolu to conclude his tenure, recalled that he had earlier advised Aiyedatiwa to tread cautiously, to be vigilant and prayerful because of “sudden battles”.

Olujobi said, “I see him being impeached unceremoniously any moment from now and that will close permanently his political career in Ondo State.”

On Edo Deputy Governor, Philip Shuaibu, the prophet said, “Jehovah God has raised strategic people to fight for him regardless of where the battle his coming from,” asking Shuaibu to pray.

“Shuaibu should be more humble and watchful of his securities as I see the battle not lasting long. He has a brighter chance of succeeding the incumbent, Governor Godwin Obaseki,” he stated.

Speaking about Kano politics, the Prophet said the tribunal’s judgement sacking Governor Abba Kabir Yusuf would not stand.

According to him, “there should not be cause for alarm in Kano State as Governor Abba Kabir Yusuf will retain power after appealing the judgment of the tribunal. He will laugh last.”

Lawyers, Ex-lawmakers Disagree Over Ondo Deputy Gov’s Impeachment Plot

Some lawyers, including Messrs Jiti Ogunye and Femi Emodamori, and former lawmakers from Ondo State, yesterday, disagreed over the move to impeach the embattled Deputy Governor of the state, Mr. Lucky Aiyedatiwa, who has been accused of alleged gross misconduct.

While Ogunye and Emodamori accused the deputy governor of attempting to stop his impeachment through an interim order, the former lawmakers warned the Assembly members against heating the polity by impeaching Aiyedatiwa.

Ogunye, who was featured on a television programme, said that Aiyedatiwa was wrong to have approached the court, when the process had not been completed.

He said: “The issue of principle here is that there is a route, under Section 188 of the Constitution, which says that ‘seven days you should receive a notice served by the Speaker on the holder of the office, be it governor or deputy governor’.

“Within 14 days, a vote is taken and, if two-third passes the matter, it goes to the Chief Judge of the state within seven days and then a panel is set up within three months and the report comes in.

“After the report comes in, if the report says no misconduct has been committed, the matter ends there. If it says misconduct is proven then the person is impeached.

“That’s the process. And so, if at the tail-end the process is not followed, the holder of the office has recourse to have him restored to power.

“The second one is the federalist principle which is very dear to me. You are a deputy governor of a state, you have a state high court, you are suing everybody in that state including the Chief Judge of that state, and you are taking them to a Federal Government court. That offends my federalist principle.”

Also throwing his weight behind Ogunye, the counsel to the House of Assembly, Femi Emodamori, argued that if the lawmakers clearly and meticulously follow Section 188 (1-9), no court, as stipulated in Section 10, has the power to intervene.

Emodamori said: ”It is only when there are pure breaches of the law that the court may intervene. Now, the deputy governor hasn’t even been served, the notice was initiated by eleven members of the House, more than one-third required, and he didn’t wait to be served.

“He’s alleging violation of his right to a fair hearing that he’s not been served. That it’s within social media even when Section 188 says he should be served within seven days and it’s not yet seven days.

“Rushing to court even before the panel is constituted is an abuse of judicial process. He doesn’t have a fundamental human right to protect at that stage. The body to hear him is the panel to be constituted by the Chief Judge. Until the body begins work, how do you complain about the violation to a fair hearing?”

Assembly endorsing bad precedence—Ex-lawmakers

On their part, the former lawmakers in the state, who addressed newsmen in Akure, urged the Ondo Assembly to preserve the sanctity and integrity of the assembly.

Speaking on behalf of the lawmakers, Abiodun Jerome said: “The present House of Assembly is less than four months old, and it’s very unfortunate that impeachment proceeding is their priority amongst the myriad of critical issues confronting our state presently.

“We want to unequivocally state here that the House must be careful not to dare the wrath of the people by heating the polity.

“The Assembly must be very careful from turning themselves into a puppet in the hands of some desperate politicians.

“It is on this note that we challenge the present Assembly not to endorse a bad precedence by going ahead with this planned impeachment of the Deputy Governor.

“As critical stakeholders in Ondo State, we consider it incumbent that we do not fold our arms and watch our political labour and those of our pathfinders washed away by the interest of a clique within our political system.”

Edo People Will Vote Against Any Candidate Obaseki Anoints – PDP Chieftain

The General Secretary of the Peoples Democratic Party (PDP) in Edo state, Hilary Otsu, has said that the party will lose next year’s governorship election if Governor Godwin Obaseki fields a candidate.

He lamented that Obaseki did not have the goodwill needed to promote an unpopular candidate in the state, adding that most of the candidates fielded by the governor during the 2023 general election were unknown.

Otsu said the action was the reason the PDP suffered defeats at the hands of the All Progressives Congress (APC) and the Labour Party (LP) in the state during the 2023 elections.

He, then, added the party stalwarts have affirmed that they would not queue behind any stranger Obaseki fields to succeed him next year.

Legacy will nominate a governor and deputy of our choice, and PDP will become much stronger. Trust me, most of Governor Obaseki’s closest political allies have echoed it that Edo state will never accept another stranger to govern its people,” Otsu said.

Governor Obaseki does not have the kind of goodwill needed to promote an unknown stranger in Edo State. When Oshiomole did it with him, Oshiomole had optimal goodwill and acceptance. If Edo people are given a choice today, they will vote against any candidate that Governor Obaseki supports.”

Otsu added, “I stand to be corrected but all the candidates fielded by Gov. Obaseki during the 2023 general elections were unpopular and most voters in their various constituencies were also aware of the illegal processes which brought them.

“So, many of the voters who followed all that transpired leading the emergence of Obaseki’s candidates worked and voted against them and most PDP supporters opted to work against the illegal candidates by supporting other candidates.

“That’s why you see that in many places they gave support to APC candidates and in some, to Labour candidates, leading to unprecedented victories for those Parties.

“For example PDP has never lost Edo Central and South Senatorial seats before, while a Labour candidate swept the Edo South Senate seat, after leaving PDP for Labour just a few months to the election.”
