#Ondo Decides2024: CDD Decries Vote Buying, Low Turnout

Center for Democracy and Development West Africa (CDD) has expressed concerns over widespread vote buying and voter apathy in the just concluded Ondo State governorship election.

The CDD, in a preliminary statement signed by Prof. Victoria Adetula, Lead CDD Election Analysis Centre (CDD-EAC), Observation Mission Ondo 2024, and Dr. Daudu Garuba, Director, CDD-West Africa, though noted early arrival of electoral materials in many polling units and professional conducted security agents were reported by its observers, election was not marred by many lapses.

In its preliminary statement, the CDD Election Analysis Centre recorded instances of vote buying in areas, saying that in “Okitipupa LGA, Ward 09, Unit 003 (Irowa, Ilutitun 3), voters were solicited for their votes, with APC allegedly offering ₦10,000 per voter and PDP ₦3,000. In Odigbo LGA,
Ward 01, Unit 001 (Oja Baale, Agbabu), reports of vote-buying were noted, with APC allegedly offering ₦10,000 and PDP ₦5,000 per voter. “

The CDD noted: “Our observers also noted that some party agents started transferring money to voters to circumvent having to hold cash. In Ese-Odo, Ward 07, Unit 013 (Tari Ama Zion Ugo Community, Arogbo Ward 2), Vote-buying was observed at this polling unit, with PDP offering ₦3,000 and APC offering ₦5,000 to voters.

“Vote buying and other forms of inducement were prevalent from the start of the poll. CDD observers watching the process in Ward 5, PU 001, located at St Johns Primary School, Iba Akoko South East spotted APC leaders writing
down the names of those who voted for their candidate.

“Subsequently, a card was given to them and they were
instructed to converge at an agreed location where cash would be disbursed to them.

“The situation was similar in Ondo Central senatorial district where several polling units witnessed incidents of vote buying. In Ifedore LGA, Ward 1, PU 12 (Olafare), political party agents distributed tally marks and coupons to voters.
These were later presented at designated locations to claim monetary rewards. Similarly, in Ondo East LGA, Ward 002, PU 002 (Dispensary/Bolorunduro Odo-Aladura Health Centre), party agents strategically positioned themselves to monitor voters’ choices, offering financial incentives after the votes were cast.

“In places where the practice of “see and buy” was difficult, because of the presence of security personnel, voters were seen capturing their ballot with phones and presented as proof to be paid.

“At Akure North LGA, Ward 5, PU 13 (Gloryland Primary School), tensions flared over a requirement for voters to display their choices publicly before casting their ballots. Many objected to this practice, arguing it violated the confidentiality of the voting process.”

Electoral Procedures Violation

The civil society organisation lamented that despite efforts by groups and agencies to ensure that electoral procedures were strictly adhered to, there were breaches, expressing worries that this could compromise the integrity of the poll.

These incidents reiterate the worries shared prior to the election about the intent of some actors in compromising the integrity of the poll. CDD-EAC notes that 8.8% of our observers saw canvassing for votes near the polling unit, including the presence of campaign posters, people soliciting for votes, wearing of materials with party logos and materials as well as some agents actively buying votes,” CDD noted.

Voter Suppression

According to the CDD-EAC, “Observers similarly reported incidents of voter suppression at Akoko North West, Oke Agbe Ward 3, Unit 17. At the polling unit, APC supporters overpowered the PDP agents and that security officials did not initially interfere until they were prompted to do so.

“Observers note that some officials and security personnel reported that they were under obligation to deliver this polling unit and referred to it being the polling unit of the Minister of Interior.”

On general performance of the Independent National Electoral Commission (INEC), the Centre for Democracy and Development West Africa however commended the INEC on early arrival of electoral materials and deployment of Bimodal Voter Accreditation System (BVAS) across polling units, just as its commended security agencies for professional conduct.

Children’s Day: Chaos At Ogbe Stadium As Dozens Faint

Chaos erupted on Wednesday during the Children’s Day celebration as dozens of students reportedly collapsed following a stampede triggered by the use of pepper spray.

The event,
organised by the Edo State Ministry of Education at the Samuel Ogbemudia Stadium was disrupted after some male students of Ihogbe College allegedly made uncompromising advances towards female students at the venue.

‎ A parent who identified himself as Oboh Emmanuel said, “the behaviour of those uncultured students attracted the attention of bouncers stationed at the stadium as they rebuked the male students.”

‎Oboh said the affected students later regrouped and attacked the bouncers, leading to a confrontation within the crowded arena.

It was gathered that in the ensuing confusion, the bouncers were reported to have deployed pepper spray in an area occupied by a large number of students.

‎Several students, particularly female students, reportedly fainted after inhaling the substance, while others sustained injuries after being stepped on during the ensuing melee.

‎The panic was said to have spread across the stadium as students, teachers and parents scampered for safety.

‎Many of the affected students were reportedly rushed to the Edo Specialist Hospital for medical attention.

Reacting to the incident, Chief Press Secretary to Governor Monday Okpebholo, Dr Patrick Ebojele, said the security personnel that fired the tear gas had been detained.

He said all the students, except two, that were rushed to the hospital have been discharged.

Ebojele stated that doctors wanted to observe the students till tomorrow before allowing them to go home.

The two students are not seriously injured. Doctors want to observe them overnight. Permanent Secretary, Ministry of Education is still at the hospital. The man who used pepper spray has been detained.

“The incident did not happen the way it is being exaggerated. All modalities were put in place to ensure the children enjoyed their day.”

Okpebholo Salutes Edo Muslims, Seeks Continued Support, Prayers

Governor Monday Okpebholo of Edo State has urged Muslims and all Nigerians to continue to pray for peace, unity and progress in the country even as they celebrate the annual Eid-al-Adha

The governor, who was represented by his deputy, Dennis Idahosa, stated this during the annual Eid-al-Adha celebration with Muslim faithfuls held at Government House in Benin City.

He reiterated his administration’s commitment to fairness, inclusivity and equal opportunities for all citizens irrespective of religion and tribe.

Okpebholo appreciated the Muslim community in Edo State for their unwavering support and continuous prayers for his administration, noting that such prayers and support have contributed immensely to the peace and steady development being witnessed across the state.

In his remarks, the Chief Imam of Edo State, Abdulfatai Enabulele, applauded the governor for what he described as remarkable developmental strides recorded in less than two years in office.

The cleric commended the administration for ongoing infrastructural development and efforts geared towards improving governance in the state, but appealed to the government to revisit and complete some abandoned projects inherited from the previous administration for the benefit of the people.

Children’s Day: Edo Commits To Child Protection

The Edo State Government has reaffirmed its commitment to protecting the rights of children, promoting quality education, and strengthening sports development across the state.

This assurance was given by the governor of Edo State, Monday Okpebholo, during the 2026 Children’s Day Celebration and Governor’s Cup Finale held on Wednesday at the Samuel Ogbemudia Stadium, Benin City.

the governor described children as the pride of Edo State and the future of the nation.

The governor urged children to embrace kindness, compassion, teamwork, and respect for one another, stressing that true strength lies not in intimidation but in empathy, good character, and mutual understanding.
